Gallagher Re has appointed Pierre Guntzberger as managing director, Western Europe, Facultative, based in London. Guntzberger joins from Miller Insurance Services, where he most recently served as head of global facultative reinsurance.

In the role, Guntzberger will expand Gallagher Re's facultative portfolio across Western Europe. The firm has initially identified France, Germany, and Switzerland as priority markets, with Belgium, the Netherlands, Luxembourg, and Austria to follow.

Two Miller veterans head to Gallagher

Guntzberger joined Miller as a reinsurance broker in London in 2009 and spent more than 17 years with the firm. He moved to Paris in 2012, where he built and led Miller's facultative operation before taking on European and then global fac leadership. He holds a master's degree in financial engineering from KEDGE Business School in France.

Before Miller, Guntzberger held facultative placing roles at Willis and Aon Benfield across London. The appointment marks the second time this year Gallagher Re has drawn from Miller's European facultative business. Chloé Meurisse, named divisional director, fac, in June 2026, had also spent 17 years at Miller.

Both hires sit within a broader build-out of Gallagher Re's facultative platform. The firm appointed Pablo Muñoz, a former Aon executive, as its first global facultative chief executive in July 2025. Since then, Gallagher Re has added facultative brokers across the United States, the Nordic region and continental Europe.

The build-out comes as the facultative reinsurance market has moved sharply in buyers' favour. Gallagher Re's own market data showed average risk-adjusted rate reductions of 15% to 20% across global direct and facultative reinsurance at the January 2026 renewals. Moody's described it as the steepest fac rate decline in over a decade.

A WTW survey of senior property and casualty insurance executives found that 86% viewed fac reinsurance as central to their risk and capital strategy. A further 68% planned to increase fac purchases over the following two years.

Muñoz said Guntzberger's market experience and knowledge of the European facultative market would strengthen the firm's capabilities across Western Europe.
