Reinsurance Group of America (RGA) has named My Chi To as executive vice president, chief legal officer, and corporate secretary, effective May 19.

To comes to RGA from Voya Financial, where she most recently held the position of executive vice president and chief legal officer. At Voya, she led a 175-person team overseeing legal, compliance, and governmental affairs functions, and served as a principal advisor to the board of directors. In her previous role, she positioned the legal and compliance organization to serve as a strategic advisor supporting business operations.

Before her time at Voya Financial, To served as executive deputy superintendent of insurance for the New York State Department of Financial Services, overseeing the supervision of more than 1,900 life, health, and property and casualty insurers licensed in New York.

Earlier in her career, To spent over two decades at Debevoise & Plimpton LLP, where she was a partner in the firm's Restructuring Group and Global Insurance Practice.

She holds a master of philosophy in politics from the University of Oxford, where she was a Rhodes Scholar, as well as law degrees (Licence en Droit and bachelor of laws) from the University of Ottawa.

To will succeed Bill Hutton, executive vice president, general counsel, and secretary, who is retiring after a 27-year tenure with RGA. In her new role, To will report directly to president and CEO Tony Cheng and will join RGA’s executive committee.

Cheng said her industry knowledge, strategic mindset, and experience in managing complex regulatory environments would be critical as the company continues to grow in the global reinsurance market.

To’s appointment follows another high-profile hiring for the reinsurer’s Australia and New Zealand office, with Alissa Holz named CEO of the regions effective this month.

As part of this transition, Mark Stewart stepped down as managing director of RGA Australia and New Zealand to focus on broader responsibilities within the Asia Pacific region.
