International specialty re/insurance MGA Rokstone has appointed Lucy Barker-Hahlo (pictured above) as deputy head of cyber at its newly established London cyber unit.

The appointment follows the recent announcement that Debbie Hobbs will lead the unit, signaling the company's investment in building cyber underwriting capabilities.

Barker-Hahlo joins Rokstone after spending four and a half years at Mosaic Insurance, where she served as vice president of cyber underwriting and led the company's cyber team. Prior to that role, she worked as an underwriter at EmergIn Risk, part of Ryan Specialty, where she previously collaborated with Hobbs.

Her experience in the cyber underwriting market spans the evolution of digital risk exposure and threat assessment methodologies.

The cyber insurance market has experienced rapid growth worldwide, driven by increasing demand from insureds seeking comprehensive coverage and proactive risk-mitigation assistance. As digital threats evolve, underwriters face pressures to develop more sophisticated approaches to evaluating and pricing cyber exposures.

This environment has been characterized by significant capacity expansion, with cyber reinsurance continuing to grow in the first half of 2025 even as rates have softened globally, averaging between 5% and 15% depending on geography and sector.

Rokstone said that its expansion reflects confidence in the sector's trajectory. Global cyber premiums are projected to grow from US$15.1 billion in 2024 to US$27 billion by 2030, with Europe emerging as a particularly dynamic market at a 22% compound annual growth rate over the past three years.
