Appointments across the reinsurance market land as the January 2027 renewal cycle takes shape, spanning captive leadership in Bermuda, a global facultative role at Gallagher Re, and a suite of executive changes at Enstar as it integrates AF Group.
WTW has promoted Kisha Tyrrell (pictured) to head of captive and insurance management solutions in Bermuda, a move from her previous role as head of underwriting and claims in the same office. Tyrrell brings more than 18 years of experience across captive management, underwriting strategy, and risk governance, including more than 16 years at HSBC Insurance (Bermuda) Ltd, where she served as head of underwriting.
In the new role, she will oversee client relationships and WTW’s competitive position in Bermuda’s captive market. Her background includes chairing underwriting committees, advising on complex reinsurance arrangements, and supporting regulatory oversight for captive boards.
Peter Carter, global head of captive and insurance management solutions at WTW, said Tyrrell’s technical expertise and commercial judgment made her well placed to build on the firm’s position in the market.
Gallagher Re has appointed Casandra Ceballos as executive vice president, facilities, facultative, based in Miami. Ceballos joins from Everest Re, where she was vice president, hybrid solutions, facultative reinsurance for Latin America. In the new role, she will lead the development of Gallagher Re’s fac facilities and portfolio solutions proposition globally.
The hire extends a sustained build-out of Gallagher Re’s facultative platform. Pablo Muñoz, who joined as global facultative CEO in July 2025, has since overseen a run of senior appointments spanning North America, Western Europe, APAC, and the Middle East. Ceballos’s appointment adds a dedicated fac facilities lead. That role bridges the delegated authority and portfolio structuring functions that insurers increasingly use to manage net retained risk.
Muñoz said Ceballos’ expertise across facultative reinsurance, facilities, and international markets would broaden the solutions Gallagher Re can deliver to clients globally.
Enstar has promoted David Ni to president and appointed two executives to roles the company had not previously filled publicly as it expands beyond its legacy run-off base. Ni joined Enstar in 2019 as executive vice president, mergers and acquisitions, and most recently served as chief strategy officer. As president, he will continue to lead strategy alongside CEO Dominic Silvester.
Mike Jones joins, meanwhile, as chief operating officer from Chubb, where he served as vice president, global operations officer and head of North America operations and technology. He brings more than 30 years of experience in technology and operations across insurance and banking.
Ann Chai also joins as incoming chief risk officer from Zurich, where she most recently served as chief risk officer for Zurich North America. She succeeds Chloe Paillot, who leaves Enstar on December 31. Both Jones and Chai will report directly to Silvester.
The appointments arrive as Enstar integrates AF Group, the workers’ compensation and specialty P&C insurer it acquired from Blue Cross Blue Shield of Michigan earlier in 2026. AF Group reported approximately $3.3 billion in gross written premium in 2025, according to Enstar’s acquisition announcement in February 2026, and adds an active underwriting book to Enstar’s traditional run-off and retrospective solutions business.
Silvester said Ni’s promotion recognized his central role in developing Enstar’s capabilities, while the two new appointments would support the firm’s growth across both retrospective solutions and specialist underwriting.
