Allianz Insurance Singapore has become the first insurer to cover Singapore’s fully driverless shuttle bus. The insurance policy covers both vehicle damage, including high-tech components such as cameras and sensors, and third-party liability for WeRide's autonomous shuttle service at Resorts World Sentosa. 

Allianz’s move comes as Singapore prepares to expand autonomous vehicle (AV) deployment in housing estates. Currently, all AVs operating on public roads must have third-party liability insurance, a requirement set by road traffic rules introduced in 2017. These rules also mandate prompt reporting of malfunctions and detailed data collection to aid in accident investigations. 

Unlike other AV pilots, WeRide’s eight-seater bus operates without any human safety personnel onboard - a first for Singapore. The vehicle, which runs a fixed 1.2km route within Sentosa, is closely monitored by a remote operator. 

Allianz’s chief operating officer, Ong Biying, credited the Land Transport Authority’s stringent safety framework and WeRide’s “zero-accident” record since launching in June 2024 for the insurer’s confidence. 

Despite the milestone, many insurers are still hesitant. Income Insurance’s Cecilia Siah noted AVs complicate fault determination, shifting liability toward manufacturers and software developers.  

Singlife is monitoring the sector, while local AV operator Moovita still relies on conventional coverage due to the presence of safety drivers.
