Buried inside Arthur J. Gallagher & Co.’s acquisition history is a thread that rarely gets its own headline: a sustained push to own employee communications as a distinct capability alongside benefits consulting. The latest move is the acquisition of Melbourne, Victoria-based Intelligent Communications Experiences, a boutique that helps Australian businesses develop and deliver digital employee communications. Terms were not disclosed.

The deal is small by Gallagher’s standards. The acquired firm’s four principals - Chris Cansfield, Steve Mann, Glyn Wallens and Kevin McDougall - will operate under Graham Campbell, who heads Gallagher’s employee benefits and HR consulting operations across Australia and New Zealand. But the deal fits a pattern that stretches well beyond Australia.

A capability Gallagher has been building deliberately

In 2023, Gallagher completed the acquisition of Buck for a gross consideration of $660 million, its largest HR benefits acquisition at the time, bringing with it employee communications consulting alongside retirement plan and benefits administration services across the US, Canada and the UK. In February 2024, it added Simply-Communicate, a London-based digital workplace communications agency. Earlier acquisitions in the same vein include Anthony Hodges Consulting, a UK pensions and benefits communications firm whose addition, according to reporting at the time, positioned Gallagher as one of the world’s largest employee communications companies.

The Australian string runs separately. Gallagher has been building its benefits consulting footprint there through a series of deals in health insurance consulting, employee development, and superannuation advisory over the past decade, all reporting into the same regional leadership structure now absorbing Intelligent Communications Experiences.

According to Gallagher’s 2025 annual report filed with the Securities and Exchange Commission (SEC), the firm completed approximately 780 acquisitions between January 1, 2002 and December 31, 2025, the majority of them smaller regional or local brokerages and employee benefit consulting operations. The communications-focused deals are a subset, but a consistent one.

A broker that can bundle benefits strategy, plan administration, digital communications and employee engagement under one relationship changes the nature of what employers expect from an advisor. Gallagher has been explicit about that bundling as a strategic goal: William Ziebell, global CEO of Gallagher’s Benefits and HR Consulting Division, described the Buck deal as strengthening Gallagher’s position across employee engagement consulting and communications alongside retirement and benefits administration. That positions communications not as a support function but as a core component of the benefits value proposition.

The Gallagher acquisition machine is also operating at a different scale than it was even two years ago. The $13.8 billion acquisition of AssuredPartners, completed in August 2025, added employee benefits as one of AssuredPartners’ core lines alongside commercial property/casualty and specialty.

The US benefits expansion has continued in parallel, with Gallagher adding Casey & Associates in Texas, Scout Benefits Group in Oklahoma and Butler & Co. in Georgia through a run of deals in late 2024 and early 2025.

The Melbourne deal is a footnote to all of that, but the direction of travel is consistent, and the scale of Gallagher’s platform makes each addition harder for competitors to replicate individually.
