Flood Re appoints Perry Thomas as new chief executive officer

Flood Re has announced the appointment of Perry Thomas (pictured above) as its new chief executive officer.

The appointment takes effect immediately, subject to regulatory approval, with Thomas succeeding Stuart Logue, who has served as interim CEO since August 2024.

Flood Re noted that Thomas has served as a non-executive director on its board since October 2021, also acting as chair of the Risk & Capital Committee during that time. The organisation noted his background includes senior leadership roles as CEO, chief risk officer and group chief actuary across multiple jurisdictions. Thomas’ prior experience includes positions at Lloyds Bank, HSBC and Reinsurance Group of America.

Flood Re said Thomas will focus on strengthening engagement with key stakeholders, enhancing collaboration with insurers and government bodies to address flood risk, and leading the organisation’s strategic initiatives aimed at improving the long-term resilience and sustainability of flood insurance. The organisation also cited ongoing challenges related to recent flood events and climate change as factors shaping Flood Re’s future priorities.

Flood Re chair Bridget Rosewell said Thomas’ familiarity with Flood Re and his wider industry experience equip him to lead the organisation at a critical time.

Rosewell also acknowledged Logue’s contributions as interim CEO and CFO, crediting him with helping establish the business for future success under Thomas’ leadership.

In July 2024, Logue was appointed as the interim chief executive officer of Flood Re. A member of the Institute of Chartered Accountants of Scotland, Logue has held senior finance roles at Ageas, Direct Line Group, and the Royal Bank of Scotland, bringing extensive experience in insurance and financial services to his leadership position. ​

Earlier this year, the reinsurance scheme also announced a collaboration with the Scottish Flood Forum that launched a new Flood Bus named Flo. The program seeks to promote property-level flood resilience and help communities in Scotland prepare for future flooding events.
