This week's appointments cover commercial property strategy across Europe, finance leadership at a fast-growing personal lines insurer, and cyber underwriting in continental Europe.
Commercial property insurer FM has appointed Achim Hillgraf (pictured, left) to the new role of head of EMEA market strategy and engagement, effective October 1.
Hillgraf will work with FM's regional leadership to find growth opportunities across individual markets and product lines, strengthen client engagement and expand broker and carrier partnerships.
A 30-year FM veteran, Hillgraf has held leadership roles spanning Germany, the Nordics, Benelux and Eastern Europe. These include more than two decades as operations manager in Frankfurt, and most recently head of global growth strategies. He played a key part in the launch of FM Essential, the insurer's offering for manufacturing clients.
"He brings deep experience and perspective that will help us better understand the needs of individual markets, strengthen relationships with clients and brokers, and bring FM's resilience capabilities to more businesses across the region," said Tadmoury.
FM has traditionally focused on large, engineering-led accounts. A role built around market-by-market strategy, together with products such as FM Essential, suggests the insurer wants to reach further into the mid-market. Brokers handling manufacturing and industrial property clients should expect more approaches from FM, and potentially more competition for business that has sat elsewhere.
Home, motor and pet insurer Policy Expert has appointed Matt Wilson (pictured, centre) as chief financial officer. He succeeds Kevin Chidwick, who is retiring after 40 years in the industry, four of them at Policy Expert.
Wilson joins from Convex Group, where he was UK chief financial officer. He joined Convex in 2019, shortly after it was founded, and was part of the team as it grew to $5.9 billion of gross written premium in 2025. He helped steer the business through its $7 billion acquisition by Onex and AIG, which was agreed in October 2025 and completed in February. He previously spent 14 years at Deloitte.
The hire completes a rebuilt executive team. Graham Wright was named to the new role of chief growth officer earlier this year, following the retirement of chief underwriting officer David Prior, and Richard Kirby was appointed chief operating officer.
Policy Expert reported revenue of £210.3 million for 2025, up 2.7%, with group underlying EBITDA up 13.2% to £62.4 million.
"Matt is an outstanding appointment for us," said Steve Hardy, Policy Expert's chief executive.
Policy Expert sells mainly direct and through price comparison sites, so the direct broker impact is limited. But a CFO with experience of rapid growth and a large sale, alongside a reshaped leadership team, points to continued expansion in personal lines, where brokers compete for the same customers.
Arch Insurance EU has appointed Andrea De Simone (pictured, right) as head of cyber for Italy, effective immediately.
Based in Milan, he will grow Arch's Italian cyber, technology errors and omissions and media errors and omissions business on a primary and excess basis. He reports to Jose Carlos Jiménez Fernández, head of cyber, Europe.
De Simone was previously a senior cyber underwriter at Sompo, and before that held cyber underwriting roles at Chubb.
Jiménez Fernández said Arch saw growth opportunities in Italy and that De Simone's local knowledge would help it support brokers and clients there.
This appointment is mainly relevant to brokers with Italian or pan-European cyber clients. A dedicated local underwriter gives them a named point of contact for Arch's European cyber capacity, in a market where cyber take-up among mid-sized firms is still developing.
