The Met Office issued yellow thunderstorm warnings across northern England, Northern Ireland and eastern Scotland this week, warning of flash flooding and travel disruption after nearly two months of dry weather.
The timing lines up closely with new claims analysis from LexisNexis Risk Solutions, which found that seven in 10 UK home insurance flood claims relate to surface water flooding caused by sudden, intense rainfall rather than rivers bursting their banks.
The analysis found 90% of surface water claims are valued at less than £5,000, with fewer than 5% exceeding £25,000.
River flooding tells a different story. It accounts for 30% of flood claims, making it markedly less frequent, but is roughly twice as severe when it occurs, with 12% of river-related claims exceeding £25,000. Storm Babet was excluded from the analysis due to its exceptional impact on October 2023 claims volumes.
The data challenges any assumption that flooding is primarily a winter concern. Around 31% of flood claims occur during the summer months of July and August, broadly in line with winter (32%) and autumn (30%). More than 90% of summer flood claims specifically involve surface water, compared with around 55% in winter and 75% in autumn, reflecting how dry summer ground absorbs sudden downpours far less effectively than saturated winter soil.
That dynamic played out visibly in London in late June, when intense overnight thunderstorms following a record-breaking heatwave triggered widespread flash flooding, disrupted Elizabeth Line services between Heathrow and Paddington, and prompted around 400 emergency calls to the London Fire Brigade in a single night.
This week's Met Office warnings, arriving after a similarly extended dry spell, point to the same underlying pattern repeating itself.
The scale of the underlying risk is also shifting toward towns and cities.
According to the National Housing Federation's analysis of Environment Agency data, 839,000 homes now classified as at high risk of flooding sit in England's urban areas, representing eight in ten of all high-risk properties nationally. The federation separately found that properties at high risk of surface water flooding specifically have roughly tripled since 2018, a far steeper rise than the near-doubling seen in risk from rivers and the sea over the same period.
In London and cities such as Brighton, basements represent one of the biggest risks insurers face from flash flooding, since below-ground space is often the first to flood when drainage systems are overwhelmed.
Caroline Elliott-Grey, senior product manager for UK and Ireland insurance at LexisNexis Risk Solutions, said the home claims data may also shed light on commercial property risk, particularly as the market softens.
She said a property exposed primarily to surface water risk presents a very different claims profile to one exposed to river flooding, and that treating both as a single undifferentiated flood risk category creates opportunities for mispricing and poor portfolio management at exactly the moment climate volatility is accelerating.
Elliott-Grey said a more comprehensive view of claims experience allows insurers to build flood scoring that explicitly factors in flood risk type alongside other variables such as the presence of a basement or a property's elevation, helping insurers make more informed underwriting decisions, price risk more precisely and better manage potential loss severity.
The practical distinction here matters more than it might first appear. A portfolio dominated by surface water exposure looks low-risk on paper if measured only by claim frequency, but that framing obscures the fact that summer months now generate a similar volume of claims to winter, just concentrated in a different, harder-to-model peril type.
For insurers and brokers assessing property risk, particularly in the current climate of yellow warnings following extended dry spells, the message from this data is that flood risk needs to be split by cause rather than treated as a single seasonal or geographic variable, since the two flood types behave, and cost, in genuinely different ways.
