Quilter Plc – the company formerly known as Old Mutual Wealth – chief executive Paul Feeney is the new chair of the independent practitioner panel at the Financial Conduct Authority (FCA).

A member of the panel since 2015, Feeney took over the chairmanship from former Zurich UK CEO Tulsi Naidu who now serves as the insurer’s Asia-Pacific chief executive. His credentials include time spent at BNY Mellon Asset Management International, Gartmore Investment Management, and NatWest Private Bank.

“At a moment in time when the industry and the regulator face unprecedented challenges, it is especially important that the FCA can call on the expertise of senior industry practitioners,” stated Feeney.

“I look forward to working together with my colleagues on the panel and drawing on their broad experience across a range of sectors to help the FCA build public confidence in, and engagement with, financial services.”

According to the watchdog, it is the responsibility of the panel to provide external and independent input from the point of view of the industry as a whole.

FCA chair Charles Randell, who described the panel’s remit as a critical component of the regulator’s governance, noted: “Paul has served on the panel for a number of years and appreciates the important role the panel plays in ensuring our regulation is targeted and effective.”

The panel chair appointment is not only agreed by the FCA board but also approved by HM Treasury.

“I know Paul will continue the excellent work of his predecessor, and I look forward to working with him in the years ahead,” added Randell.

“I would like to thank Tulsi for her contribution as both a member and chair, and especially for quickly adapting the panel’s working practices in the early days of the pandemic, allowing it to provide timely input into the FCA’s work.”
