Sheila Cameron will step down as chief executive of the Lloyd’s Market Association in early 2027, the LMA announced on November 4, ending a seven-year tenure that began with a cultural crisis and closes with the market in a period of renewed strategic ambition.

Cameron entered the London market in 2002, leaving Accenture to join Xchanging as an operations manager, where the volume of paperwork was, by her own account, the biggest shock of the transition. She went on to become COO of Xchanging’s claims business before moving to Hiscox as director of group operations. From Hiscox she moved to Navigators Underwriting as head of international operations, with responsibility for its Lloyd’s business and global platforms across Europe, Asia and Latin America. Before joining the LMA she was already embedded in its governance structure, serving as chair of the LMA operations committee and a member of the Target Operating Model board.

She was appointed chief executive in January 2019, becoming the first woman to hold the role, succeeding David Gittings who had led the organisation for 12 years. She will remain in post into early 2027 to ensure an orderly transition before moving into a new advisory role in the London market. The search for her successor is underway.

A tenure shaped by crisis and transformation

Cameron’s first months in post coincided with a Bloomberg investigation into harassment and misconduct at Lloyd’s that forced a reckoning across the market. She became a central figure in the cultural reform agenda that followed, while simultaneously taking on the chair of the London Market Group’s Data Council as Lloyd’s pursued the Blueprint Two digitalisation programme - which the Corporation subsequently sunsetted in favour of a new five-year strategy in March 2026. She also oversaw the growth of the LMA Academy, the market’s professional development initiative, and served as a vice president of the CII’s Insurance Institute of London.

LMA chair Sean McGovern said Cameron had “strengthened the LMA’s position as the voice of the managing agency community, significantly expanding its influence, capabilities and impact” and that her leadership had “left an indelible mark on both the Association and the insurance industry.”

Tiernan’s assessment

The sharpest tribute came from Patrick Tiernan, chief executive of Lloyd’s, whose statement offered a candid account of how the LMA-Corporation relationship has actually functioned under Cameron’s leadership.

“Sheila has strengthened the partnership between Lloyd’s and its managing agents, while holding the Corporation accountable on strategy, culture and budgetary issues,” Tiernan said. “Sheila has perfected the role of critical friend; honest, insightful and unrelenting in private, while encouraging and supportive in public.

“We will miss her tireless energy in support of this marketplace but thank her for making Lloyd’s a better market for all.”

Cameron said: “It has been an enormous privilege to serve as chief executive of the LMA and to represent the interests of managing agents during a period of significant change for the market. I am incredibly proud of what we have achieved together.”
