Brokers who place ARAG legal expenses insurance (LEI) have a new name to know. Minster Law has acquired ARAG Law's personal injury business, taking over the legal team and live caseload that previously sat with ARAG. ARAG itself continues underwriting and distributing its LEI products as before. What has changed is who handles the personal injury claims sitting behind those policies, and that's worth flagging to clients before a claim is in motion rather than after.
The transaction transfers ARAG Law's personal injury legal team and its active caseload to Minster. A new Minster Law office will open in central Bristol, close to ARAG Law's existing headquarters, to house the transferred team. Financial terms were not disclosed, and the deal does not require Solicitors Regulation Authority approval, though Minster said it has fulfilled its duty to report the acquisition. All of ARAG Law's personal injury staff transfer to Minster following consultation.
Minster said the arrangement is designed to ensure continuity for insurer partners and their clients throughout the handover. Mike Lowe, director of law at ARAG Law, said the Bristol base, close to ARAG's own headquarters, gives the transferred team a direct base from which ongoing claims can continue without disruption.
This is Minster's second acquisition of a high-volume PI book, following its purchase of Irwin Mitchell's personal injury business in 2022. Both deals involve organisations concluding that specialist external providers can deliver PI work better at scale than they can in-house.
That fits a market that keeps shrinking. Total personal injury claims fell 12% to 413,323 in 2025, and motor PI claims dropped 14% to 282,428, continuing a multi-year downward trend, according to Insurance Business UK. Fewer claims are increasingly concentrated among a smaller pool of specialist firms, a direction the market has been moving in for several years.
Minster Law chief executive Shirley Woolham has described the shift as a change in the nature of the work itself: personal injury, once treated as a routine legal service, now demands sustained investment in legal expertise, technology and operational capability that only specialist firms tend to have. She said personal injury remains Minster's core business and that the firm intends to keep pursuing acquisitions that extend its reach.
Brokers distributing ARAG's LEI products should update client scripts and any documentation that still names ARAG Law as the claims handler for personal injury cases, since that role now sits with Minster. For clients with claims already open, both firms say the transition is designed to be seamless, but it's worth confirming that directly with an ARAG account contact rather than assuming.
It's also the second time in four years that an insurer or LEI provider has handed its PI delivery to Minster. Similar handoffs are likely across other panels as the market keeps consolidating, so it's a trend worth putting on the agenda at regular provider reviews rather than dealing with each case as it comes up.
Minster's Bristol office is its second UK expansion this year, following a London office opened earlier in 2026; its headquarters remains in Wakefield. The firm says it has opened more than one million cases since 2006 and secured £1.3 billion in damages for clients over that period, according to Insurance Business UK.
The specialist firms handling clients' claims at their most difficult moments keep changing hands as this market consolidates. That's the part worth tracking on an ongoing basis, not just when a deal makes headlines.
