Specialty Program Group has acquired HCM Unlocked, a technology-enabled managed services provider specialising in human capital management, adding leave-of-absence management, payroll, HR, benefits administration and compliance capability to SPG's employee benefits platform at the moment when the US paid family and medical leave landscape has reached its most complex point to date.

HCM Unlocked, founded in 2018 and led by CEO John Wallace, serves mid-market and enterprise clients on HR technology vendor selection, implementation and ongoing management. Its proprietary DELTA platform is an AI-enabled data validation tool built to support accuracy across payroll, time and attendance, HR and benefits systems, operating across multiple technology vendors rather than a single software platform. The company's approximately 200 employees will join SPG following the acquisition, which was announced Thursday. Terms were not disclosed. HCM Unlocked will continue to operate under its current name.

Why the timing matters for employers and their brokers

Thirteen states and Washington DC have now enacted paid family and medical leave programmes providing partially wage-replaced leave, according to analysis by law firm Katz, Marshall and Banks: California, Colorado, Connecticut, Delaware, Massachusetts, Minnesota, New Jersey, New York, Oregon, Rhode Island, Washington, Maine and Maryland. Maine's programme launches in May 2026 and Maryland's in 2028.

Several of those programmes took effect or expanded this year. Delaware's Healthy Delaware Families Act made benefits available from January 1, 2026, requiring most employers with ten or more employees to participate. Minnesota's paid leave programme also took effect in January 2026, and Colorado's Family and Medical Leave Insurance Programme was expanded from the same date.

The practical compliance challenge for mid-market employers operating across multiple states is not any single programme in isolation. It is the combination: programme details vary substantially by jurisdiction across employer size thresholds, funding mechanisms, job-protection provisions and notice requirements, and employers must monitor and respond to state-specific changes on different timelines throughout the year. For a human resources team without dedicated leave administration support, that is a genuine operational burden.

For benefits brokers advising mid-market employers, the compliance gap has become a live renewal conversation. An employer that added employees in Delaware or Minnesota in 2025 may not have adjusted their leave administration systems to reflect the new obligations. An employer in five states faces five different sets of rules. The capability HCM Unlocked brings to SPG is directly relevant to the clients where that problem is most acute.

The platform

HCM Unlocked's DELTA platform is built for employers running multiple HR and benefits technology vendors rather than a single integrated system, a configuration common across mid-market companies that have added software incrementally rather than through a planned architecture. DELTA validates data accuracy across those systems in payroll, time and attendance, HR and benefits, without requiring clients to consolidate onto a single platform.

Wallace said HCM Unlocked was built to take ownership of payroll, HR, benefits, compliance and technology as a single body of work rather than as separate challenges, and that joining SPG would provide additional resources while the company continues to serve its existing clients and teams.

Terms of the acquisition were not disclosed. HCM Unlocked's approximately 200 employees will join SPG and the business will continue to operate under its existing name.
