The Arbella Insurance Group has opened its first dedicated commercial lines office in New Hampshire. It marks a permanent local presence in a state the carrier has been growing in for years. The Bedford office opened on August 4, 2026, staffed by a team of underwriting, marketing, and loss control professionals.

Bedford was selected for its central location and proximity to agency partners across the state. The office will focus on lines central to Arbella's commercial expertise: contractors, habitational, commercial auto, restaurants, and manufacturing and processing risks.

New Hampshire commercial insurance: why Bedford, why now

New Hampshire is a logical market to commit to. The state's gross state product reached $92.5 billion in 2024, supported by more than 161,000 businesses and an unemployment rate of 2.6%, according to IBISWorld. Business formation data from the US Census Bureau shows projected employer business formations in the state continuing into 2026.

Those sectors Arbella is targeting – contractors, commercial auto, habitational – are lines that require hands-on underwriting judgment and regular broker contact. They are not lines that lend themselves to digital quoting alone.

What independent agents want from commercial lines carriers

The expansion arrives at a moment when the carrier-agent relationship in commercial lines is under real pressure nationally.

Independent agents write more than 61% of all P&C insurance policies in the US. Yet just 57% of commercial lines agents say their carriers are meeting their foundational needs. More than one in five – 22% – say they do not believe insurers value them as partners at all, according to the J.D. Power 2025 US Independent Agent Satisfaction Study.

Craig Martin, executive director of global insurance intelligence at J.D. Power, said agents need to understand a carrier's risk appetite and priorities to match the right customer with the right policy. Far too frequently, he said, agents are not getting that information, wasting time and resources on both sides.

Commercial lines rates: where the pressure is landing

Commercial premiums increased by an average of 5.4% across all lines in Q4 2024, according to the Council of Insurance Agents and Brokers' Q4 2024 Market Survey. Commercial auto was the sharpest line, rising 8.9% in the quarter. That marked the 54th consecutive quarter of rate increases in that segment.

In that environment, agents are proactively shopping renewals earlier. Carriers with accessible local underwriters who can respond quickly and communicate their risk appetite clearly are better positioned to respond.

Arbella's New Hampshire push under new leadership

Bill Hughes, senior vice president and executive officer for commercial lines at Arbella, said the timing reflects years of sustained growth in the state.

"Our growth in New Hampshire has been building steadily, and the time is right to establish roots in the state," he said. "Being close to our agents allows us to build stronger relationships, respond faster, and truly understand the needs of the businesses and communities we serve."

Hughes also pointed to the broader market dynamic.

"The commercial insurance market is evolving and becoming more complex, and that makes strong local partnerships more important than ever," he said. "Agents want to partner with a carrier that is accessible, responsive, and invested in their success."

The Bedford office is one of the first significant commercial lines moves under new leadership at the company. Paul Brady became chief executive officer in June 2025, succeeding co-founder John Donohue.

Arbella, headquartered in Quincy, Massachusetts, writes commercial and personal lines across four New England states and carries an AM Best A (Excellent) rating.

What the Arbella move signals for commercial lines agents

For agents evaluating their carrier panels, the Arbella expansion is a prompt worth taking seriously. The J.D. Power 2025 data shows that a significant share of commercial lines agents feel their current carriers are not meeting basic communication needs. Agents are shopping renewals earlier as a result.

Regional carriers prepared to put underwriters in market – accessible, locally embedded, and able to make decisions quickly – are positioning themselves to capture business that dissatisfied agents are already looking to move.

The question for any agent is whether their current carrier panel reflects that reality.
