The board of directors of W.R. Berkley has elected Jonathan Talisman as a director.

The decision increases the total number of board members to 11, and the number of independent directors at nine.

Talisman is a founder and managing partner of an independent tax firm, Capitol Tax Partners. Prior to founding Capitol Tax Partners in 2001, he served as the assistant secretary for tax policy at the US Treasury Department during the Clinton administration. Other roles he has held include deputy assistant secretary for tax policy and tax legislative council for the Treasury Department; chief Democratic tax counsel of the Senate Finance Committee; and legislation counsel to the Joint Committee of Taxation.

In addition, he is currently on the board of advisors to the Tax Policy Center. Talisman was formerly chair of the Formation of Tax Policy Committee for the American Bar Association Tax Section and also serves as an adjunct tax professor at Georgetown University Law Center. For several years, he was president of the board of directors at Adventure Theatre Musical Theatre Center.

Talisman earned his juris doctorate from the University of Virginia School of Law and his bachelor of science degree in commerce from the University of Virginia. He was also admitted as a certified public accountant in Maryland in 1981.
