Keith Savino (pictured), one of the most recognizable figures in the US independent agency channel, has taken charge of the American launch of Emergence Insurance, an Australian cyber underwriting agency entering a small business segment that domestic carriers have spent two years trying to crack.

Emergence announced the launch on Tuesday through its website and LinkedIn. Emergence U.S. will target small and mid-sized organizations with an agent-focused distribution model - a deliberate choice, and the reason the leadership appointment carries as much signal as the launch itself.

Savino spent 37 years in the industry, most recently as managing partner and national cyber practice leader at Trucordia. He is a past president of the National Association of Professional Insurance Agents and has chaired AUGIE, NetVU and CPIA, work that put him at the center of the standards and connectivity efforts independent agencies depend on.

That résumé is not a conventional MGA hire. It is a distribution asset, and it tells agents that Emergence intends to sell through them rather than around them.

A crowded segment, and what makes this entrant different

The SME cyber market is not short of competitors. Amwins launched its Cyber+ product for the segment in late 2025. Willis Towers Watson built a North American SME solution with self-service quoting for businesses under $50 million in revenue. UK-based MGA Starpeak brought a micro and small enterprise product with round-the-clock technical and legal support. Amwins' launch was described at the time as both a response to demand and a signal of the sector's shift toward holistic protection for smaller businesses.

Emergence arrives with a structure that is more common in Australia than the US. The agency combines specialist underwriting, embedded cyber risk services and a 24/7 in-house incident response team in a single operation, rather than outsourcing response to a panel. It has run that model since 2015.

"Cyber risk is now part of everyday operating risk, yet many organisations still do not have dedicated cyber insurance because it is often viewed as complex, specialist or difficult to access," said Troy Filipcevic, founder and chief executive of Emergence Insurance in Sydney.

"Our focus is to help change that perception by making cyber insurance simpler, more practical and more clearly connected to the way organisations manage risk every day."

Savino has made a version of that argument himself. Speaking to Insurance Business in January 2026, he said the market had reached a point where cyber had moved from a niche add-on to basic protection for businesses running on systems they could neither fully understand nor afford to rebuild alone.

The question agents should ask first

The launch material does not name the carrier or carriers behind Emergence U.S., and that omission is the first thing to resolve before quoting the market.

In Australia, Emergence writes on Lloyd's paper across its product range. Whether the US entity replicates that, fronts through an admitted carrier, or operates on a surplus lines basis has not been disclosed. Nor has the capacity available, the target limit band, or the states in which it can write.

For agents weighing a new market against established names — and cyber remains a segment where carrier market share is concentrated among a familiar group - those are threshold questions, not details.

Filipcevic said the company would move deliberately.

"Our approach to the US is deliberate. We will grow with intention, stay true to our core values and continue to build a reputation for reliability, expertise and genuine support in cyber insurance," he said.

He said Savino's appointment reflected shared thinking rather than convenience. "Keith has the market knowledge, relationships and leadership capability we need to build Emergence U.S. the right way. Just as importantly, he shares our view of what brokers, agents and clients require," he said.

"We have known each other for a long time and share a common view that cyber insurance needs to become simpler, more practical and more accessible."

Emergence also flagged a cross-border angle, saying the US operation will improve its ability to support Australian organizations expanding into the American market — relevant to agents handling inbound Australian accounts that currently need separate towers on each side.
