Arthur J. Gallagher & Co. has announced that its wholesale brokerage, binding authority and programs division, Risk Placement Services, has acquired Greensburg, Pennsylvania-based W.N. Tuscano Agency. Terms were not disclosed. Tuscano is a managing general agency and wholesale insurance broker serving independent agents across western Pennsylvania, offering commercial auto and trucking, general liability, inland marine and workers' compensation. The agency has operated for more than 40 years, employs roughly 100 people, and will remain at its current location under Robin Tuscano, reporting to Steve Levin, RPS's Northeast Region leader.

The deal is one component of a much larger acquisition machine running simultaneously with Gallagher's $13.45 billion AssuredPartners integration, which closed earlier this year and drove Q1 2026 revenue up 28% year-on-year to $4.76 billion against underlying organic growth closer to 5%. On its Q1 2026 earnings call, Gallagher management said the company had already completed nine tuck-in mergers during the quarter, together representing roughly $60 million of estimated annualized revenue, with a forward pipeline of more than 40 signed or in-progress term sheets worth an estimated $400 million in annualized revenue once completed. J. Patrick Gallagher Jr. said the Tuscano acquisition strengthens RPS's specialty distribution footprint in Pennsylvania and further expands its wholesale capabilities in the state. CFO Doug Howell said future dealmaking would continue to be funded through cash, free cash flow and investment-grade debt without shareholder dilution.

Gallagher has close to $10 billion in potential M&A funding capacity over the next two years, giving it room to layer in smaller wholesale and retail acquisitions like Tuscano while working through AssuredPartners integration. Analysts have stayed constructive on the strategy. Piper Sandler recently upgraded Gallagher to overweight with a $276 price target and RBC Capital raised its target to $300 with an outperform rating, both citing the steady tuck-in cadence alongside AssuredPartners as evidence of durable growth.

The market the deal lands in

Tuscano's book sits within the lines driving E&S growth, though the market's pace is cooling. Surplus lines premium across the 15 US stamping office states reached $90.3 billion in 2025, up 7.8% from $83.8 billion the prior year per the Wholesale and Specialty Insurance Association's year-end report - the slowest growth rate in eight years. The broader E&S market surpassed $100 billion in direct premiums written nationally for the first time in 2025 per S&P Global Market Intelligence. AM Best reported that managing general agents like Tuscano posted a fifth consecutive year of double-digit premium growth in 2025, even as the ratings agency flagged emerging headwinds for the segment heading into 2026.

For wholesale brokers and MGAs, the Tuscano acquisition is a reminder that consolidation is continuing even as underlying market growth moderates - and that Gallagher's appetite for dealmaking shows little sign of slowing despite the scale of its AssuredPartners integration. Larger platforms like RPS continue to see value in acquiring smaller, well-established regional wholesalers with deep agent relationships, particularly in states like Pennsylvania where specialty and non-standard business remains in steady demand. With a sizable term sheet pipeline still ahead of it and substantial funding capacity in reserve, Gallagher looks positioned to keep adding wholesale and retail distribution through 2026, even as investors watch closely for how much of that growth is organic versus acquired.
