Liberty Specialty Markets has appointed Winsee Cheung (pictured) as divisional director of its delegated authority practice in the UK & MENA region, the company announced Tuesday.
Cheung, who joins from Marsh, will lead the delegated authority unit as part of Liberty’s underwriting leadership team, alongside the firm’s other divisional directors. The company highlighted that Cheung brings 25 years of industry experience, with a background in leadership and broad portfolio solutions.
In her new role, Cheung will report directly to Henry Nelson, chief underwriting officer for the UK & MENA region. She will be responsible for running the integrated business unit, with a remit covering underwriting integrity, profitability, and cycle management.
“We are delighted to welcome Winsee to the team. Her appointment will continue to support the roll-out of our integrated business unit model, which brings together underwriting with all aspects of delivery and encourages them to contribute proactively to business success,” said Nelson.
The appointment is the latest in a series of leadership changes at Liberty’s UK & MENA operations. In June 2025, the firm introduced new leadership roles across three newly established divisions in the region – marine & aviation, specialty, and property – as part of an effort to adjust its delegated authority framework in response to shifting market conditions.
That September, Liberty went further, creating a single third-party division for its UK & MENA operations, combining its financial and professional lines with casualty, as the next stage of its organisational restructure aimed at aligning underwriting divisions more closely with broker and client needs.
The divisional directors at Liberty are tasked with setting direction and priorities for their respective divisions, with a focus on client and broker needs, according to the company.
