AM Specialty Insurance Group has promoted Stefanie Milch (pictured) to chief claims officer and assistant general counsel. The dual title, effective September 1, formalizes at the C-suite a claims-legal structure AM Specialty has built into its operating model since founding.
Milch's mandate covers claims strategy and operations across that book, with litigation management and legal oversight in the same role.
Milch joined AM Specialty in March 2025 as head of claims across a book spanning commercial auto, general liability, construction defect, healthcare, professional liability, and aviation. She played a central role in developing the claims function during its early stage. Before that, she spent a year as senior vice president at Gallagher Bassett managing executive and professional liability matters from inception through trial.
She previously served as vice president and head of casualty claims at Xceedance and as senior vice president at Gallagher Bassett Healthcare, covering medical professional liability litigation. Earlier in her career, she spent a decade at ACE Group in medical malpractice claims and compliance, and held claims roles at Hallmark Financial Services and Allied World across primary litigation and excess casualty books.
Milch began her career as a practicing attorney in New York and holds a JD from Pace University School of Law. She is licensed in New York and Connecticut.
Her background covers three areas the expanded role draws on directly: litigation, multi-line claims management, and regulatory compliance. In specialty lines, claims touching excess casualty, professional liability, healthcare, and construction defect frequently involve litigation from an early stage. In a market where legal strategy often enters the claims process late, integrating that judgment at the leadership level reduces the lag between claim inception and dispute resolution.
The timing connects to a broader pressure point in specialty insurance. According to Gallagher Bassett's Carrier Perspective: 2026 Claims Insights, 64% of North American carriers reported an increase in claims complexity over the past 12 months. Social inflation, nuclear verdict trends, and rising defense costs are driving that complexity in excess and casualty lines, according to Aon's 2026 P&C outlook.
The E&S market saw overall premiums grow 11% in the 12 months ended September 2025, based on surplus lines stamping office data. That growth is running alongside the broader rise in claims complexity documented across the market. For carriers that keep legal counsel outside the claims function, the concern is structural: litigation strategy arrives late, and disputes that could settle earlier go to trial instead.
AM Specialty Insurance Company (ASIC) holds an A- (Excellent) rating from AM Best and writes property, casualty, marine, and specialty niches through E&S and program channels.
