Co-operators has acquired Québec City–based Agence D'Assurances Montcalm Inc., effective Sept. 1. 

The deal marks the insurer's seventh brokerage acquisition in the province since it launched its regional expansion strategy in 2017.

Montcalm, founded in 1962, manages about 3,000 home, auto, and commercial insurance policies. Its employees will continue to serve clients from the firm’s existing office, while coverage for current policyholders will remain in place.

For Co-operators, the acquisition underscores a deliberate push to strengthen its distribution capacity in Quebec. Already the country’s fourth-largest P&C insurer, with more than 600 locations nationally and 13 corporate branches in the province, the company is using strategic acquisitions to sharpen its competitive edge in a market where scale and access to customers are increasingly decisive.

Patrick Décarie, vice-president of Sales Operations at Co-operators, said the company’s model in Quebec rests on pairing expert advice with community values, which has resonated with both clients and brokers. He added that Co-operators continues to recruit experienced brokers in the province, offering “sell and stay” and phased retirement options to facilitate smoother transitions while maintaining continuity for clients.

The moves as Canada's brokerage sector continues to face accelerating consolidation. National insurers and large broker networks are aggresively pursuing acquisitions to build scale, extend product distribution and adapt to clients' rising expectations for both digital tools and personalized service. 

Intact Financial, the country's largest P&C insurer, has steadily growth through acquisitions and now commands a significant share of the Quebec market. Desjardins also maintains a dominant position through its network of agents and brokers, presenting strong local competition.

Against that backdrop, Co-operators is carving out its own path, leveraging acquisitions of smaller, community-rooted firms like Montcalm to expand its reach. For independent brokers, such deals offer stability, expanded product lines and operational support at a time when technology investments and regulatory pressures are adding to the costs of staying competitive.

With Montcalm now part of its network, Co-operators reinforces its position in Quebec’s highly competitive insurance landscape while signalling that further consolidation in the province is likely.
