Seventeen Group has expanded its UK footprint with the acquisition of Shrewsbury-based 1st Choice Insurance, adding specialist commercial motor and fleet capability and strengthening its presence in the West Midlands.

The deal enhances Seventeen's motor fleet proposition and represents a further step in building regional scale. The group, founded in 1982 and headquartered in London, now operates from around 25 offices across the UK, the DACH region and the Isle of Man, collectively managing about £400 million in premiums across broking, underwriting and risk and claims management.

Seventeen Group chief executive Oliver Thorne (pictured) said the acquisition was a good strategic fit for the wider organisation.

Motor fleet and Midlands build-out

The transaction continues Seventeen Group’s strategy of adding regional and sector expertise through bolt-on acquisitions. The group owns broker James Hallam, MGA Touchstone Underwriting and loss adjuster 4Sight Risk Management, and has been steadily growing via deals for regional brokers to deepen its reach in local commercial markets.

1st Choice brings a concentrated commercial motor and fleet book into that platform, with expertise in fleet, taxi, van and broader commercial motor insurance, alongside property and general commercial covers for SMEs. This dovetails with growing demand for specialist fleet and motor solutions as businesses face higher claims costs, vehicle technology changes and evolving mobility risks.

The West Midlands has also been a focus area for commercial intermediaries, supported by a sizeable base of logistics, manufacturing and service firms. Strengthening distribution in the region gives Seventeen Group additional access to a diverse local SME client base and provides insurers and MGAs with a more substantial partner for fleet and commercial motor in a key regional hub.

Backed by private equity, positioned for further deals

The acquisition follows European mid-market private equity firm IK Partners taking a minority stake in Seventeen Group in 2025, its first investment in the UK insurance market. That investment was framed as a platform for accelerated growth and further consolidation in insurance distribution, positioning Seventeen Group as a scaled independent competitor to larger consolidators.

M&A in UK insurance broking remains active, particularly around regional and specialist commercial brokers with sub-£20 million GWP and clear sector niches. Recent market analysis has highlighted continued demand from trade and private equity-backed buyers for firms with strong management teams, proven growth and defensible regional or sector positions.

In that context, 1st Choice fits the current acquisition profile: a regional broker with a defined focus on commercial motor and fleet, a modest but meaningful premium base and an established local presence. For Seventeen Group and its backers, it adds another specialist building block to a portfolio that already spans hospitality, travel, marine, public sector and other niches through James Hallam and its regional offices.

The deal is another signal that competition for scalable, motor-led commercial books is intensifying, particularly in regions where independent players still hold significant market share. As consolidation continues, the landscape for UK commercial distribution is likely to become more polarised between large, multi-office groups and a shrinking pool of truly independent regional brokers.
