The British Insurance Brokers’ Association (BIBA) has named Carl Evans (pictured, left) as the winner of its 2026 Francis Perkins Award.

Francis Perkins, the first chair of BIBA, established the award to recognise members who give their time and energy to promote the causes of the insurance broking sector. The judges selected Evans for his sustained commitment and contribution to BIBA and the wider market.

Evans has held a series of senior volunteer roles at the association, including serving as a member and chair of BIBA’s Larger Brokers’ Advisory Board and sitting on BIBA’s Insurance Brokers’ Standards Committee. Most recently, he served as a director on BIBA’s main board.

As CEO of one of BIBA’s accredited professional indemnity providers for brokers, Evans also made himself available to provide expert opinion on this critical area of cover for the benefit of the wider membership. He played a pivotal role in shaping BIBA’s response to the cladding crisis, working closely with government on ways to speed up remediation and make tall buildings safe.

“Carl has dedicated an incredible amount of time to BIBA, leaving the boards and committees he was part of in great health. Carl helped shape our manifestos and supported us to progress our agenda for reform with Government," said BIBA chief executive Graeme Trudgill. “At the end of his career he oversaw the publication of ‘Constructing Change’ which is a powerful call to action for reform of the construction industry to ensure that it is prepared for the challenges ahead. He will be missed.”

Joint winners for Oliver Rose BIBA Young Broker of the Year 2026

BIBA has also named George Faulkner, managing director of Merlin Insurance, and Jack Briggs, senior commercial account executive at KGJ Insurance Group, as joint winners of the Oliver Rose BIBA Young Broker of the Year 2026 award.

The judges chose to recognise two winners this year, reflecting what BIBA described as an exceptional calibre of candidates and outstanding achievements across the field. From a shortlist of applicants, Christopher Ojutalayo, commercial insurance associate – management liability at Lockton Companies LLP, received a highly commended award.

The Young Broker accolade recognises the performance, contribution and future potential of younger brokers and is designed to encourage commitment to the ongoing professionalism of insurance broking.

“George is an outstanding role model for the next generation of insurance professionals. His ability to spot opportunity, take considered risks and turn ambition into real impact sets him apart as a true leader of the future," said Trudgill. “Jack has shown exceptional passion not only for his own successful broking career but also for the wider industry. He consistently goes above and beyond by supporting young apprentices from low‑income backgrounds, mentoring them into full‑time roles and helping them build meaningful futures.”

Legacy of the Oliver Rose award

The Oliver Rose BIBA Young Broker Award is judged by a panel of independent insurance professionals and recognises career progression, sector participation, and professional education and development among BIBA member brokers aged 35 or younger.

The award was renamed in memory of the late Oliver Rose, who died in March 2023. Rose, BIBA Young Broker of the Year in 2016, is remembered by the association for the contributions he made to both the broking sector and his employer, and the award now carries his name as a tribute to that legacy.
