The Nevada Division of Insurance (NDI or Nevada DOI) makes sure insurance companies follow state laws and treat people fairly. It oversees 200,000 licensees and 2,000 companies, helping recover $4.5 million for Nevadans through fraud and complaint investigations.

History of Nevada Division of Insurance

Nevada’s insurance department was established in 1963 as part of the Nevada Department of Commerce, later reorganized under the Department of Business and Industry.

It became formally known as the Nevada Division of Insurance and later took on more roles, including licensing, financial reviews, and more. Other historical moments include:

  • 1999: launched Captive Insurance Program for business self-insurance
  • 2009: surveyed industry views on Senate Bill 99 rules
  • 2010: expanded rate review under federal health care law
  • 2015: released a market report on insurance trends in Nevada
  • 2022: enforced equal Mental Health and Medical Coverage audits
  • 2023: recovered $4.5 million from complaints and lost policies
  • 2025: reached 185 active captives with record Premium Growth

The division has responded to state and federal changes while holding companies accountable through enforcement, audits, and market regulation. It became a national leader in captive insurance growth.

Nevada Division of Insurance mandate

Established under Title 57, Chapter 679A of the Nevada Revised Statutes, the NDI regulates insurers, agents, and other licensed professionals. It also comprises the following official sections:

  • consumer services: helps people with questions, looks into complaints, and gets money back for policyholders when possible
  • producer licensing: gives licenses to agents and brokers, runs background checks, and makes sure they follow the rules
  • life and health: checks life and health insurance rates and forms to be sure they follow Nevada law
  • property and casualty: reviews insurance for homes, cars, and businesses to make sure rates and policies are fair and legal
  • captive insurance: gives licenses to captive insurance companies and helps them follow state rules
  • legal section: advises the NDI on legal issues, reviews cases, and makes sure companies follow insurance laws

The Nevada Division of Insurance is led by the commissioner of insurance, who is appointed by the governor of Nevada. As of July 2025, Ned Gaines serves as acting commissioner following the departure of commissioner Scott Kipper.

Recent initiatives and regulatory focus

The Nevada Division of Insurance has made new rules and improved oversight to meet current risks. Recent actions focus on fairness, transparency, and disaster response: 

The division also promoted catastrophe modeling and risk reduction to address wildfire and extreme weather threats. It has continued reviewing rate filings and market access issues in wildfire-prone areas as well.

Consumer protection and outreach

The Nevada Division of Insurance helps consumers with insurance questions, complaints, and fraud concerns. Its consumer services section takes calls and emails about billing, claims, and coverage issues.

In 2024, the division recovered $9.4 million for Nevadans through complaint investigations. It offers online tools like license lookup, rate comparisons, and complaint forms. The NDI also posts fraud alerts and disaster tips to help people avoid scams and bad insurance deals.
