North Carolina Judge CW Bragg reversed a ruling by the state Department of Insurance (NCDOI) which revoked the license of bondsman Tim Mathis after hearing the arguments of both parties.

Mathis filed a suit with the Union County court contesting the insurance department’s decision, alleging that the agency made the decision to show favor to the North Carolina Bail Agents’ Association (NCBAA), one of the two bail bond course providers in the state. Mathis works for the other organization, the North Carolina Bail Academy.

“The court’s review of the whole record finds credible evidence exists that can establish Commissioner Wayne Goodwin and the NCDOI have a close and even incestuous relationship with the NCBAA,” Bragg wrote in his ruling, according to media outlet wsoctv.com.

As part of his ruling, Judge Bragg reinstated Mathis’ license and sent the case back to the DOI to oversee. However, the bondsman is still facing criminal charges over allegations that he falsified monthly bail reports.
