Insurers back early move to extend Terrorism Risk Insurance Program

As lawmakers begin reviewing legislation that would extend the federal terrorism insurance program, the American Property Casualty Insurance Association (APCIA) is signaling early support for the proposal.

The House Financial Services Committee’s consideration of H.R. 7128 or the TRIA Program Reauthorization Act of 2026 would extend the Terrorism Risk Insurance Program for seven years.

In a statement attributed to Sam Whitfield, APCIA’s senior vice president for federal government relations and political engagement, the group said the program provides economic protection tied to acts of terrorism and stressed the importance of acting before the current authorization nears expiration.

“APCIA supports the House Financial Services Committee’s consideration of H.R. 7128, the TRIA Program Reauthorization Act, which would extend the Terrorism Risk Insurance Program for seven years and preserve the program’s vital economic protection against acts of terrorism that so many companies rely on,” Whitfield said.

“We appreciate that the Committee is acting early in the process. By moving now, it helps prevent the uncertainty and confusion that would occur if Congress waited until 2027.”

The statement also called on lawmakers to move the bill forward and noted the involvement of several members of the House Financial Services Committee, including Chair French Hill, Ranking Member Maxine Waters, Subcommittee Chair Mike Flood, Subcommittee Ranking Member Emanuel Cleaver, and Andrew Garbarino.

“We urge the Committee to pass H.R. 7128 and look forward to working with lawmakers to perfect the bill as it moves through the legislative process,” the statement said.

APCIA is a national trade association representing insurers that provide home, auto, and business coverage in the United States and other markets.
