The National Council of Insurance Legislators (NCOIL) concluded its 2024 Annual National Meeting in San Antonio, Texas, on November 21-24, with the adoption of five new Model Laws, addressing key industry issues, and electing new leadership for 2025.
The event was the last of three national meetings held by NCOIL in 2024, drawing 381 attendees, including 77 legislators from 32 states, 13 first-time attendees from 10 states, 6 insurance commissioners, and representatives from 10 insurance departments.
In addition to the adoption of five new Model Laws, the NCOIL's policy committees hosted discussions on various topics affecting the insurance and financial services sectors. Notable discussions included health insurance issues, workers' compensation, and emerging legislation in areas like prior authorization reform.
The meeting also featured leadership changes. Rep. Jim Dunnigan (UT) was elected secretary, while Asw. Pamela Hunter (NY) was named president.
“It’s a great honor to serve as NCOIL President and I look forward to collaborating with this dedicated Officer group to build on the momentum of the past several years,” said Asw. Hunter.
Other new officers include Sen. Paul Utke (MN) as vice president and Rep. Edmond Jordan (LA) as treasurer. Outgoing president Rep. Tom Oliverson (TX) transitioned to immediate past president.
Rep. Oliverson, reflecting on the meeting's success, noted strong participation across the year, with 137 legislators from 41 states attending NCOIL meetings.
"Those numbers are a testament to the hard work we’ve put in this year and a very positive indicator of where the organization is heading in 2025 and beyond.” said Oliverson,
NCOIL CEO Tom Considine also praised the growth of the organization, emphasizing his satisfaction with its progress and outlook.
"As I near the end of my service as NCOIL CEO, I could not be more pleased of the progress the organization has made over the past several years and I am very confident in the future success of NCOIL,” said Considine.

The meeting included several key events, including the third annual NCOIL Open Insurance Legislators Foundation Scholarship Golf Outing, which benefited the foundation’s scholarship fund.
The Texas Insurance Commissioner, Cassie Brown, addressed the attendees at the Welcome Breakfast, discussing the challenges of regulating the second-largest insurance market in the U.S.
Committee work featured significant updates on a variety of legislative issues. The Health Insurance & Long-Term Care Issues Committee passed the NCOIL Value-Based Purchasing Model Act, while the Life Insurance & Financial Planning Committee adopted amendments to the NCOIL Life Settlements Model Act. Other committees also addressed insurance fraud, wellness programs, and workers' compensation reforms.
The Annual Meeting concluded with a discussion on "ERISA at 50" and its implications on state healthcare innovation.
The NCOIL-NAIC dialogue and several policy committee meetings highlighted the ongoing collaboration between legislators and regulators.
Looking ahead, the 2025 NCOIL Spring Meeting is set for April 24-27 in Charleston, SC, at the Francis Marion Hotel.
