Rhode Island names new superintendent of banking and insurance

Appointment follows departure of Joseph Torti III

Associate Director Elizabeth Kelleher Dwyer of the Rhode Island Insurance Division of the state’s Department of Business Regulation is the new superintendent of banking and insurance.

She was personally handpicked by the director of the Department of Business Regulation.

Previously, Dwyer served as legal counsel to the Rhode Island Insurance Division. As a lawyer with over 30 years of experience, she has specialized in insurance regulatory issues in both the private and public sectors.

Dwyer’s predecessor, Joseph Torti III, left his position in late 2015. Torti is now serving as the vice president of Regulatory Affairs for Fairfax Financial.
