Texas governor appoints three to state risk management board

The insurance veterans will oversee the government’s workers’ compensation insurance program and risk management programs

Texas Governor Greg Abbott has appointed three insurance industry veterans to serve on the board of the State Office of Risk Management.

Abbott has named Dr. Lloyd Garland as presiding officer for the board, reappointed Rosemary Gammon as a member and Gerald Ladner, Sr. as a new member.

The State Office of Risk Management administers insurance services obtained by state agencies, including the government employees’ workers’ compensation insurance program and the state risk management programs.

Gerald Ladner, Sr. is a vice president and director of sales at the State Auto Insurance Companies and an engaged member of the Independent Insurance Agents of Texas, the Insurance Council of Texas and secretary of the Texas Risk and Insurance Professionals board.

In the past, Ladner has served as regional president for the State Auto Insurance Companies’ Western Region and as regional vice president for Zenith Insurance Company and Zurich North America.

Rosemary Gammon of Plano is a principal at Sage Healthcare Consultants. Prior to that, she was director of reimbursement and payer strategy at Mederi Therapeutics. Gammon previously served as a gubernatorial appointee to the Texas Board of Architectural Examiners. She also volunteers with the Susan G. Komen cancer foundation. Gammon earned a bachelor’s degree in liberal studies from Boston University. She also holds a Professional, Academy for Healthcare Management (PAHM) certification.

Lloyd M. Garland, M.D., of Lubbock is a retired board certified neurosurgeon and a current private neurological consultant. He is a member of the American, Texas and Lubbock County medical associations, Texas and Lubbock surgical societies, and American and Texas associations of Neurological Surgeons.

Garland is a member of the Southern Medical Association, Rocky Mountain Neurosurgical Society, Flying Physicians Association, Undersea and Hyperbaric Medical Society and Congress of Neurological Surgeons. He is also a fellow of the American College of Surgeons, Red Raider Club, past board member of the Texas Center for Legal Ethics and past member of the Texas Judicial Foundation Board of Directors.

Garland served as a captain in the U.S. Air Force. Garland received a bachelor's degree from University of Texas at Austin and medical degree from University of Texas Southwestern Medical School in Dallas.
