EXCESS AND SURPLUS

A new excess and surplus lines carrier backed by permanent capital has entered the US commercial property and casualty market, targeting wholesale brokers with application-free submission intake and same-day quoting on specialty risks.

Etude Specialty Insurance Company is domiciled in Nebraska and plans to write in all 50 states. It carries more than $100 million in surplus and runs on a proprietary underwriting platform built by its parent, Etude. Etude is an Austin, Texas-based investment firm whose holdings across insurance, commercial real estate, and industrials exceed $1 billion, according to the company.

No fund timeline, no exit

Daniel Rossen (pictured) was named president of Etude Specialty at launch. He has spent more than 30 years in specialty and E&S insurance. At The Hartford, he led the Maxum Specialty property and E&S binding business following The Hartford’s acquisition of Maxum for approximately $168 million in 2016, according to Etude. He later joined ICW Group to build out its commercial multi-peril unit, then moved to Origin Specialty Underwriters as SVP and head of property underwriting.

Rossen is positioning the carrier’s ownership structure as a long-term advantage over PE-backed competitors. “Our capital is permanent,” he said. “With no private equity fund timeline or sale to plan for, we’re built to last market cycles and brokers can build a long-term book with us.”

In a market where PE-backed carriers and MGA platforms regularly reshape their risk appetite or change ownership, the absence of a fund lifecycle is a structural selling point. The surplus lines market closed 2025 at a record $143.3 billion in direct premium written, according to AM Best, but the cycle is shifting, with admitted carriers returning to lines they had previously pulled back from.

Speed as a differentiator

Etude Specialty's platform takes in submissions without requiring a formal application. That friction point has long slowed the E&S placement process, particularly for wholesale brokers managing high submission volumes. It also quotes within hours rather than days.

The US E&S market is showing a divergence at midyear 2026, with total surplus lines premium reaching $47.6 billion through the first half of the year, up 2.8% year over year, according to stamping office data compiled by the Wholesale & Specialty Insurance Association (WSIA). Commercial property, however, is experiencing double-digit premium declines alongside double-digit growth in policy volume as capacity returns. More capacity and more competition mean brokers have more options, but also more submissions to manage across more markets.

Etude Specialty says it uses its own capital, which gives it control over coverage terms, pricing, and policy language without routing decisions through a fronting arrangement or capacity partner. The company has not disclosed specific lines of business beyond commercial P&C specialty risks.
