Integrated Specialty Coverages (ISC) has acquired USASIA, a California commercial wholesale brokerage that has served independent agencies for more than 30 years.

Terms were not disclosed.

Shirley Yeung founded USASIA in 1995. It places commercial property, general liability, commercial auto, workers’ compensation, professional liability, umbrella, cyber and management liability. Yeung will stay on as a consultant during the transition to support continuity for agency partners, carriers and staff.

“USASIA brings decades of experience, strong carrier relationships, and a well-run brokerage operation that fits squarely into that strategy,” said Brad Nebel, ISC’s president of wholesale.

Yeung said she was attracted by ISC’s vision for wholesale distribution and its investment in a platform built for long-term growth.

Building a national wholesale business

The deal is ISC’s second wholesale acquisition this year. In January, the Carlsbad, California-based company acquired Specialty Brokerage Services, an Ohio wholesaler with personal and commercial lines capabilities. Nebel said at the time that ISC would keep looking for strategic acquisitions alongside organic growth.

ISC was founded in 2016 as a multi-line program administrator. It supports roughly 8,000 appointed agencies and more than 40 programs, and says it writes more than $450 million of premium across 12 verticals. Onex Partners agreed in September 2025 to acquire the company from KKR.

MGAs move into wholesale distribution

For independent agencies in California, the deal brings USASIA’s long-standing carrier relationships into a larger platform with access to ISC’s own programs. That could widen the markets available for commercial accounts, especially in classes where California’s admitted market has pulled back.

The broader pattern is MGAs moving into wholesale distribution. By adding wholesale brokerages to its program business, ISC can offer agents both its own products and access to outside markets through one relationship. That model is becoming more common as private equity-backed MGAs look for growth beyond their existing programs.

Agencies that have worked with USASIA will want reassurance that its service and carrier relationships continue through the integration. Yeung’s consulting role during the transition is designed to provide that.
