Insurance Business America (IBA) has identified the top-performing workers’ compensation insurance providers operating in California for 2025.
In California, state law requires that any business employing workers within its borders must carry workers’ compensation insurance, regardless of the company’s headquarters location or number of staff. This regulatory stance drives competition among insurers striving to offer policies that align with local mandates while appealing to businesses navigating these compliance demands.
To compile the 2025 rankings, IBA conducted a structured 15-week research initiative. The process included extensive outreach to brokers specializing in workers’ compensation, both through direct interviews and a broader survey effort.
Brokers were first asked to outline which policy features are most critical in California’s unique regulatory context. They then provided nominations of carriers based on service quality, pricing models, claims responsiveness, policy adaptability, and communications practices.
The final evaluation also incorporated feedback from IBA’s editorial review panel to validate broker insights. Carriers receiving the highest overall ratings for broker support and client satisfaction were named to the 2025 5-Star Workers’ Compensation list.
