NCCI has new regulatory chief

Susan Donegan steps in as Chief Regulatory Services Officer following Helen Westervelt’s retirement

The National Council on Compensation Insurance (NCCI) has appointed Susan Donegan its new Chief Regulatory Services Officer, starting September 19.

She will succeed Helen Westervelt, who announced her retirement earlier in the year.

“Ms. Westervelt leaves behind her a strong 35-year legacy with NCCI and we are confident that Ms. Donegan will continue to build upon those successes,” NCCI Chief Executive Officer and President Bill Donnell told reporters.

 Donegan recently served as commissioner at the Vermont Department of Financial Regulation, the state agency that oversees the insurance, captive insurance and banking sectors in Vermont. She also has a private law practice.

Her key leadership positions include Counsel to the Commissioner of Insurance in Massachusetts. She has served on the insurance regulatory committees at the National Association of Insurance Commissioners and the International Association of Insurance Supervisors.

The new officer graduated with a BA in Music from Wagner College in Staten Island, New York and went on to Vermont Law School for her Juris Doctorate degree. She has two master’s degrees, one in banking and financial services law, and the other in European Union and International Trade Law.
