Sovereign Insurance has renewed its Magenta Level sponsorship of the Insurance Brokers Association of Canada's (IBAC) Broker Identity Program (BIP).

That brings the number of carriers publicly backing the national broker campaign in 2026 to at least 12.

Sovereign follows Pembridge, Intact, Portage Mutual, Trisura, Wawanesa, Economical, HSB Canada, Wynward, Unica, Red River Mutual and Sandbox Mutual. Renewals have been announced steadily since May. Where IBAC or IB has reported the tier, each has been at Magenta Level. IBAC has not disclosed how much the sponsorships raise in total.

The BIP is IBAC's national advertising campaign promoting brokers' value through choice, advice and advocacy. Sponsorship also funds IBAC's work on broker technology, workforce development and federal lobbying to keep banking and insurance separate.

"Brokers play an essential role in helping Canadian businesses understand risk, navigate uncertainty and build resilience for the future," said Colette Taylor, executive vice president and chief operating officer at Sovereign.

IBAC CEO Peter Braid said Sovereign's support would help strengthen brokers' role with commercial clients and businesses across the country.

A broker-only arm in a captive-led group

Sovereign's renewal stands out because of its ownership. The Calgary-based insurer is a wholly owned subsidiary of Co-operators General Insurance Company and describes itself as a purpose-built mid-to-large commercial insurer that works through clients' brokers. Its parent sells personal lines almost entirely through more than 485 exclusive agents. That captive model is precisely the kind of distribution brokers increasingly compete against.

Sovereign has distributed solely through independent brokers since the mid-1980s, before Co-operators bought it in 1987. Its continued BIP support reflects a split already visible across much of the market: captive and direct channels have grown in personal lines, while complex commercial placements still depend heavily on brokers.

The policy question behind the campaign

IBAC launched the BIP in 1988 in response to federal proposals to let banks sell insurance. That issue has not gone away. The Bank Act still bars banks from carrying on insurance business, acting as agents in placing insurance, or leasing branch space to anyone who sells it. IBAC has defended those restrictions through successive statutory reviews.

The commercial backdrop has also shifted. Brokers and independent agents held about 58% of Canada's P&C distribution market in 2025, IB reported in July, with direct channels growing at about 5% a year.

What the roster tells brokers

Twelve same-tier renewals in five months suggests broker-focused carriers now treat BIP sponsorship as something close to a cost of being in the channel rather than a discretionary marketing decision. That makes any carrier missing from the list more noticeable than the ones on it.

Sovereign's place on the roster carries a more specific message. A group can be heavily captive in one line and committed to brokers in another. For commercial brokers, the renewal suggests Co-operators still sees independent distribution as central to complex risk, even as its personal lines business moves the other way.
