CRC Benefits has appointed Esther Rhoades (pictured) as broker sales executive and referral specialist, expanding its capacity to support broker partners across Medicare and individual health plan referrals.
In the role, Rhoades will work with brokers, internal team members and clients to connect individuals with health insurance coverage suited to their needs. Her areas of specialization include Medicare Advantage, Medicare Supplement (Medigap), individual health plans, under-65 coverage and ancillary products.
Rhoades has held a licensed insurance broker and agent designation since 2018 and spent eight years as an independent broker prior to joining CRC Benefits. She also brings 23 years of experience as a Certified Lead Pharmacy Technician, giving her firsthand insight into healthcare access, medication management and the practical realities clients face when navigating coverage decisions.
"Esther's experience, patience, and client-first approach make her a valuable addition to CRC Benefits," said Roni Jernigan, senior director of the individual and senior division. "Her background in Medicare, individual health plans, and healthcare service will strengthen our referral program and provide meaningful support to our broker partners."
The appointment reflects a strategic focus on one of the fastest-growing segments in US insurance distribution. Medicare Advantage enrollment reached 35 million beneficiaries in 2026, representing 55% of the eligible Medicare population, up from just 19% in 2007. Between 2025 and 2026, total enrollment grew by approximately 1.1 million beneficiaries, or 3%.
Demographic fundamentals continue to drive demand. Approximately 11,000 Americans turn 65 every day, sustaining a steady pipeline of new Medicare-eligible consumers who need guidance navigating plan choices. The Baby Boomer cohort is expected to continue entering Medicare through the end of the decade, making this one of the most durable long-term growth opportunities in health insurance distribution.
The broker compensation environment has also improved. For 2026, CMS increased maximum Medicare Advantage broker commissions at the largest rate in years, following a court ruling in August 2025 that blocked the 2025 Final Rule compensation changes from taking effect, after a successful lawsuit by Americans for Beneficiary Choice against the Department of Health and Human Services.
The specific focus on referral business in Rhoades's role reflects a structural shift in how general agencies are building Medicare and individual health distribution. With over 200 carrier partners, CRC Benefits provides brokers with access to senior healthcare plans including Medicare Advantage, Medicare Supplement, Prescription Drug Plans and more, alongside ACA-compliant individual and family plans and ancillary products.
