The National Association of Insurance Commissioners (NAIC) named Melissa Jackson as its new director of communications, effective October 27, 2025.
Based in Kansas City, Missouri, Jackson brings over two decades of experience in public affairs, government relations, and strategic communications to the role.
“We are excited to welcome Melissa to the NAIC,” said NAIC interim CEO Jeff Johnston. “Her experience spearheading strategic communications and leading dynamic teams will help us continue amplifying the importance of state-based insurance regulation.”
NAIC president and North Dakota insurance commissioner Jon Godfread added, “We look forward to Melissa highlighting the regulators' work to protect consumers and ensure strong, stable, and resilient insurance markets.”
As director of communications, Jackson will lead the NAIC’s efforts in shaping public messaging, managing media relations, and promoting awareness of key initiatives related to consumer protection and insurance regulation. She will oversee the communications division, which supports state insurance departments in all 50 states, the District of Columbia, and five US territories.
Jackson most recently served as vice president of public affairs at the Federal Reserve Bank of Kansas City, where she led outreach and media engagement strategies across the Tenth District.
Before that, she worked at the US Department of State, managing public diplomacy programs and interagency communications.
In addition to her public service career, Jackson serves on the board of the Kansas City Public Media organization (KCUR 89.3) and has been active in civic engagement and education advocacy across the Midwest.
She holds a bachelor’s degree in organizational communication from Missouri State University and a master’s degree in public administration from the University of Kansas.
