Environment and Climate Change Canada launched a new targeted warning system for severe thunderstorms and tornadoes this week, replacing broad, county-style alert zones with precise, hand-drawn "polygons" that only reach residents actually in a storm's path.

The system, called Convective Alert Modernization (CAM), went live August 11.

Under the old system, a severe thunderstorm or tornado warning covered an entire pre-set zone, often an entire city or region, even when only a small pocket was actually at risk.

"Alert fatigue is something that we know everyone has," said Giselle Dookhie, a warning preparedness meteorologist at ECCC. "We want them to know that it's likely to impact them, and they should protect themselves and others and their property from harm."

The change applies only to severe thunderstorm and tornado warnings for now; heat warnings, storm watches and other alerts still use the older zone-based system.

More than a meteorology story for insurers

This isn't a new idea insurers have been waiting on quietly. After the August 2024 Calgary hailstorm caused $2.8 billion in insured damage, the second costliest disaster in Canadian history, IBC's vice-president of climate change and federal issues, Craig Stewart, explicitly called for "improved hail alerting that urges people to park their cars safely and stay indoors" as one of several concrete asks to reduce future losses. more precise, faster warning system that tells people specifically whether they're in a storm's path, rather than issuing a citywide alert that most residents learn to ignore, is close to what Stewart was describing at the time.

Auto damage from hail is one of the more preventable categories of catastrophe loss. A vehicle moved into a garage or under cover before hail arrives sustains no damage at all, while one left in a driveway can be a total loss.

The problem with the old zone-based system, as ECCC itself has acknowledged, is that warnings were frequently issued for areas far larger than the actual threat, teaching residents that alerts often didn't apply to them specifically. That's the exact dynamic behind "alert fatigue," and it's the dynamic CAM is designed to fix.

The backdrop: an active severe weather year already

The timing lines up with a notably active year for severe convective weather. As of August 7, Canada had confirmed 87 tornadoes for 2026, with more than 70 of them in Alberta, Saskatchewan and Manitoba.

Manitoba alone had logged 10 tornadoes by mid-July against a 30-year average of 8.5 for an entire season, according to the Northern Tornadoes Project. David Sills, the Project's director, called the new system overdue, noting the US has used a comparable polygon-based approach since 2007, nearly two decades before Canada's rollout.

"There are all kinds of examples of storms where people in a big city got a tornado warning, but the tornado was actually in a more unpopulated area," Sills said, describing exactly the trust problem IBC and forecasters have both flagged.

What brokers should tell clients now

The practical change for policyholders is straightforward: a severe thunderstorm or tornado warning on their phone now means something is very likely to affect their specific location, not just their general area.

Brokers can use this shift to reinforce basic loss-prevention advice with more confidence than before, since a polygon warning is a stronger, more specific signal to move vehicles under cover, secure outdoor property and take shelter than the old zone-based alerts ever were. Warnings will continue to be delivered through Alert Ready, the WeatherCAN app, and third-party weather providers, with multiple overlapping polygons possible as forecasters track separate threats within the same storm system.

Whether CAM meaningfully reduces hail and wind claims will take at least a full storm season to assess. But it directly addresses a specific, on-the-record ask from IBC's own leadership, made in the aftermath of one of Canada's costliest weather disasters, and gives brokers a concrete, credible reason to tell clients that this year's warnings are worth acting on differently than in years past.
