Severe storms that hit parts of Ontario on July 27 to 28 and August 1 to 3 caused an estimated $360 million in insured damage, according to initial figures from CatIQ. The storms brought intense rainfall and flash flooding to the Niagara Region, including St. Catharines, Niagara-on-the-Lake, Grimsby and Lincoln, with intense rainfall also reported as far north as North Bay.

St. Catharines, a city of more than 136,000 people, declared a state of emergency after three storms dumped nearly 400 millimetres of rain on the city between July 21 and 28. Mayor Mat Siscoe, whose own home flooded twice during that stretch, described driving through "entire neighbourhoods where every single house was dealing with it," with driveways filled with construction debris and destroyed furniture. The Town of Lincoln also declared a state of emergency. Insurance Bureau of Canada deployed its Virtual Community Assistance Mobile Pavilion helpline and established a community hub in St. Catharines to help residents navigate claims.

"Catastrophic flooding events are no longer unexpected. They are becoming more frequent, and each one seems more severe than the last," said Amanda Dean, IBC's vice-president for Ontario and Atlantic.

'The year of the urban flood'

This event is not isolated. David McGillivray, a Canadian catastrophe risk expert, noted that Edmonton experienced its own major convective storm system within a week of the Niagara flooding, causing more than $230 million in insured damage according to CatIQ. "2026 is shaping up to be the year of the urban flood for Canadian insurers, driven almost entirely by convective storms," McGillivray said, pointing to heavy thunderstorm-driven rain that has also hit Calgary, Regina, Swift Current, Winnipeg, Brandon, Dauphin, Windsor, London and Montreal this year.

Insurance Business has reported that the June Saskatchewan-Manitoba outbreak has now climbed to $923 million in estimated insured losses, up from an initial $728 million. That event joined the Toronto early-September hailstorm and Cape Breton's flooding weeks later in what is shaping up to be an unusually active national catastrophe year.

Why 'aging infrastructure' is not the whole explanation

St. Catharines officials have pushed back on the idea that the city simply failed to invest in its stormwater systems. City engineers noted St. Catharines has tripled its spending on wastewater infrastructure in recent years and said they doubted any Canadian municipal system could have absorbed that volume of rain regardless of its condition. Niagara West MPP Sam Oosterhoff pointed to more than $272 million in provincial infrastructure investment in the Niagara Region over the past two years.

That context matters for how IBC's policy framing should be read: this was not simply a case of long-neglected infrastructure finally failing, but a case of infrastructure - including recently upgraded infrastructure - being overwhelmed by rainfall volumes that exceeded what current design standards anticipate.

IBC's three-part ask

IBC is again calling on governments to invest in stormwater and drainage infrastructure, shift from disaster recovery toward prevention, and expand access to flood-risk information through tools like Canada's Flood Risk Finder, which the organisation said remains unavailable to residents in most provinces.

For brokers with clients in the Niagara Region, coverage questions will likely centre on sewer backup, which requires optional coverage many homeowners do not carry, and Ontario's Disaster Recovery Assistance for Ontarians programme, which can pay up to $250,000 for uninsured losses but generally excludes sewer backup damage except for a limited low-income exception.

Given that this event follows the same pattern IBC has flagged in Quebec, Alberta and now Ontario this year - urban flash flooding overwhelming stormwater systems built for a different climate - brokers advising municipal and commercial clients on flood exposure should treat this as further evidence that overland flood and sewer backup endorsements deserve proactive attention at renewal.
